There is hereby created in the State Treasury a revolving\n\nfund for the Oklahoma Department of Agriculture, Food, and Forestry\n\nto be designated the Commercial Pet Breeders and Animal Shelter\n\nAssistance Revolving Fund. All monies accruing to the credit of the\n\nCommercial Pet Breeders and Animal Shelter Assistance Revolving Fund\n\nare hereby appropriated and may be budgeted and expended by the\n\nDepartment for the purposes set forth in subsection C of this\n\nsection. The fund shall be a continuing fund not subject to fiscal\n\nyear limitations and shall consist of:\n\n1. All monies received by the Department for sheltering of\n\nseized animals pursuant to the Commercial Pet Breeders and Animal\n\nShelter Licensing Act; and\n\n2. Money received by the Department in the form of gifts,\n\ngrants, reimbursements, or from any other source intended to be used\n\nfor the purposes specified by or collected pursuant to the\n\nprovisions of this section of the Commercial Pet Breeders and Animal\n\nShelter Licensing Act.\n\nB. The monies deposited in the Commercial Pet Breeders and\n\nAnimal Shelter Assistance Revolving Fund shall be excluded from\n\nbudget and expenditure limitations and shall at no time become part\n\nof the general budget of the Department or any other state agency.\n\nExcept as provided for in this section, no monies from the\n\nCommercial Pet Breeders and Animal Shelter Assistance Revolving Fund\n\nshall be transferred for any purpose to any other state agency or\n\nany account of the Department or be used for the purpose of\n\ncontracting with any other state agency or reimbursing any other\n\nstate agency for any expense.\n\nC. The Commercial Pet Breeders and Animal Shelter Assistance\n\nRevolving Fund shall be utilized for defraying veterinary costs for\n\nanimals in the event of a removal of animals from an animal shelter\n\nor commercial pet breeder.
