Stat. tit. 4, § 4-30.2","heading":"Definitions","body":"As used in the Commercial Pet Breeders and Animal Shelter\n\nLicensing Act:\n\n1. \"Adult animal\" means an intact female animal twelve (12)\n\nmonths of age or older;\n\n2. \"Animal\" means a dog or a cat;\n\n3. \"Animal shelter\" means any nongovernmental facility that\n\nmaintains ten or more dogs and cats operated by or under contract\n\nfor the state, a county, a municipal corporation, or any other\n\npolitical subdivision of the state for the purpose of impounding or\n\nharboring seized, stray, homeless, abandoned or unwanted dogs or\n\ncats; and any facility that maintains ten or more dogs and cats\n\noperated, owned, or maintained by any person or organization for\n\nsuch purpose, but not including any facility that does not house or\n\nharbor dogs or cats on the premises and only operates through a\n\nsystem of fostering in private homes;\n\n4. \"Animal shelter operator\" means any individual, entity,\n\nassociation, trust, or corporation that operates a nongovernmental\n\nfacility that maintains ten or more dogs and cats for the purpose of\n\nimpounding or harboring seized, stray, homeless, abandoned or\n\nunwanted dogs or cats, but not including any facility that does not\n\nhouse or harbor dogs or cats on the premises and only operates\n\nthrough a system of fostering in private homes;\n\n5. \"Board\" means the State Board of Agriculture;\n\n6. \"Cat\" means a mammal that is wholly or partly of the species\n\nFelis domesticus;\n\n7. \"Commercial breeder\" and \"commercial pet breeder\" mean any\n\nindividual, entity, association, trust, or corporation who possesses\n\neleven or more intact female animals for the use of breeding or\n\ndealing in animals for direct or indirect sale or for exchange in\n\nreturn for consideration;\n\n8. \"Commercial pet breeder license\" means a license issued to\n\nany person that qualifies and is licensed as a commercial pet\n\nbreeder;\n\n9. \"Animal shelter license\" means a license issued to any\n\napplicant that qualifies and is licensed as an animal shelter\n\noperator;\n\n10. \"Department\" means the Oklahoma Department of Agriculture,\n\nFood, and Forestry;\n\n11. \"Dog\" means a mammal that is wholly or partly of the\n\nspecies Canis familiaris;\n\n12. \"Facility\" means the premises used by one or more animal\n\nshelter operators or commercial breeders. The term includes all\n\nbuildings, property, and confinement areas in a single location used\n\nto conduct the animal shelter or commercial breeding business;\n\n13. \"Family member\" means the parent, spouse, child, or sibling\n\nof an individual;\n\n14. \"Humane society\" means a nonprofit organization exempt from\n\nfederal income taxation as an organization described in Section\n\n501(c)(3), Internal Revenue Code of 1986, as amended, that has as a\n\nprincipal purpose the prevention of animal cruelty or the sheltering\n\nof, caring for, and providing of homes for lost, stray, and\n\nabandoned animals;\n\n15. \"Inspector\" means an authorized agent of the Board or any\n\nother qualified person authorized by the Department to conduct\n\ninspections;\n\n16. \"Intact female animal\" means a female animal, nine (9)\n\nmonths of age or older, and not spayed;\n\n17. \"Kitten\" means a cat less than twelve (12) months old;\n\n18. \"Local animal control authority\" means a municipal or\n\ncounty animal control office with authority over the premises in\n\nwhich an animal is kept or, in an area that does not have an animal\n\ncontrol office, the county sheriff;\n\n19. \"Marketing\" means the solicitation for sale of animals;\n\n20. \"Noncommercial breeder\" means any individual, entity,\n\nassociation, trust, or corporation who possesses ten or fewer intact\n\nfemale animals for the use of breeding or dealing in animals for\n\ndirect or indirect sale or for exchange in return for consideration;\n\n21. \"Person\" means any individual, association, trust,\n\ncorporation, limited liability company, partnership, or other\n\nentity;\n\n22. \"Pet\" means a dog or cat, including a puppy or kitten;\no possesses ten or fewer intact\n\nfemale animals for the use of breeding or dealing in animals for\n\ndirect or indirect sale or for exchange in return for consideration;\n\n21. \"Person\" means any individual, association, trust,\n\ncorporation, limited liability company, partnership, or other\n\nentity;\n\n22. \"Pet\" means a dog or cat, including a puppy or kitten;\n\n23. \"Possess\" means to have custody of or control over;\n\n24. \"Puppy\" means a dog less than twelve (12) months old; and\n\n25. \"Veterinarian\" means a person currently licensed to\n\npractice veterinary medicine in Oklahoma.","path":["OK Code","Title 4"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os4.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"7f8a767b26b93e41650602ca47935e25baef22779b65283eb3dafd1bcd0a05b1","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-4-4-30.16","next":"us-ok/okla.-stat.-tit.-4-4-30.3"},"notice":"GroundRules: Original legal text.
