The State Board of Agriculture shall enforce and administer\n\nthe provisions of the Commercial Pet Breeders and Animal Shelter\n\nLicensing Act.\n\nB. The Board shall adopt the rules necessary to enforce and\n\nadminister the Commercial Pet Breeders and Animal Shelter Licensing\n\nAct, including but not limited to rules that:\n\n1. Establish standards for care;\n\n2. Establish reasonable and necessary fees;\n\n3. Establish exemptions for intact female animals held solely\n\nfor the purpose of training and that are not bred, with\n\ndocumentation to include sales and training records;\n\n4. Establish provisions related to initial and renewal\n\napplications, revocation or nonrenewal of licenses, procedures for\n\nsale of animals, and procedures for making complaints; and\n\n5.
