The Oklahoma Department of Agriculture, Food, and Forestry\n\nmay contract with a local veterinarian licensed by the state, other\n\nstate agency or any other qualified person to conduct or assist in\n\nan initial prelicense inspection and annual inspections.\n\nB. The Department shall arrange for an inspection at a facility\n\nprior to issuance of an initial animal shelter or commercial pet\n\nbreeder license for that facility.\n\n1. The Department shall not issue an animal shelter or\n\ncommercial pet breeder license to any person until the Department\n\nreceives an initial prelicense inspection report from the inspector\n\nin a format approved by the Department certifying that the facility\n\nmeets the requirements of the Commercial Pet Breeders and Animal\n\nShelter Licensing Act.\n\n2. Prior to the initial prelicense inspection, each applicant\n\nshall pay to the Department a nonrefundable inspection fee.\n\nC. The Department, at least annually, shall arrange for the\n\ninspection of each facility of a licensed animal shelter operator or\n\ncommercial breeder. The inspection shall be conducted during normal\n\nbusiness hours and the animal shelter operator, commercial breeder\n\nor a representative of the facility shall be present during the\n\ninspection.\n\nD. The inspector shall submit an inspection report to the\n\nDepartment not later than ten (10) days after the date of the\n\ninspection on a form prescribed by the Department and provide a copy\n\nof the report to the animal shelter operator, commercial breeder or\n\nthe representative.\n\nE. On receipt of a valid written complaint alleging a violation\n\nof the Commercial Pet Breeders and Animal Shelter Licensing Act, an\n\nauthorized agent of the State Board of Agriculture, a local animal\n\ncontrol authority, or an inspector designated by the Department may\n\ninvestigate the alleged violation.\n\nF.
