Stat. tit. 4, § 4-392","heading":"Application and issuance of license","body":"An institution requiring for the effective carrying on of its\n\nscientific or educational activities the use of live dogs and cats\n\nmay apply to the Oklahoma Department of Agriculture, Food, and\n\nForestry for a license to obtain animals from the establishment\n\nmaintained and operated by public funds for the confinement, care\n\nand disposal of animals seized by public authority, commonly called\n\nthe \"dog pound\".
