Except as otherwise provided by municipal ordinance, it\n\nshall be the duty of the pound supervisor to deliver from among the\n\navailable impounded animals on the demand of an institution\n\npossessing a license, such number of animals as the institution may\n\ndemand and be reasonably required effectively to carry on its\n\nactivities, subject to the following conditions:\n\n1. Such animals shall have been impounded at least fifteen (15)\n\ndays for dogs without a license, and at least thirty (30) days for\n\ndogs with license and remained unclaimed and unredeemed by their\n\nowners or by any other person desiring the animal as a pet and\n\nwilling to pay applicable license fees and the reasonable expenses\n\nincurred in the dog's detention; and\n\n2. Any owner of an animal who voluntarily delivers the\n\npossession of it to a public pound shall have a right to specify\n\nthat it shall not be used for scientific research, and if an owner\n\nso specifies, it shall be the duty of the pound superintendent to\n\ntag such animal properly and to make certain that such animal is not\n\ndelivered to an institution for scientific purposes; and\n\n3. If a demand is made on a pound supervisor for a greater\n\nnumber of dogs than he has available for release to the institution,\n\nthe supervisor shall withhold thereafter from execution all\n\nunclaimed and unredeemed dogs until the demand has been met; and\n\n4. Any animal in the pound to which an identification tag is\n\nattached may not be disposed of until the owner has been notified.\n\nB.
