The Oklahoma Department of Agriculture, Food, and Forestry\n\nshall have the power to adopt such rules and regulations, not\n\ninconsistent with the laws of Oklahoma, as it may deem necessary to\n\ncarry into effect the provisions of this act. The Secretary of\n\nAgriculture shall have the right whenever it deems advisable to\n\ninspect or investigate any institution to which it has granted a\n\nlicense or which has applied for a license.\n\nB.
