The Oklahoma Department of Agriculture, Food, and Forestry,\n\nthrough the State Veterinarian, may:\n\n1. Adopt an education program concerning pet overpopulation\n\nwith emphasis on the importance of spaying and neutering to control\n\npet overpopulation;\n\n2. Accept gifts, grants, and donations, including personal\n\nservices. Any gift, grant, or donation other than personal services\n\nshall be deposited into the Oklahoma Pet Overpopulation Fund created\n\nin Section 17 of this act;\n\n3. Develop, adopt, and implement a cooperative process for\n\nworking with animal shelters, veterinarians, and local communities\n\nconcerning pet overpopulation in this state; and\n\n4. Enter into contracts with entities for the evaluation and\n\nselection of program applicants.\n\nB. When expending funds to implement this section, the State\n\nVeterinarian shall:\n\n1. Establish a method for publishing, accepting, and evaluating\n\ngrant applications for spay and neuter programs; and\n\n2.
