The Commissioner of Labor shall be the Chief Executive\n\nOfficer of the Department of Labor, and shall supervise the work of\n\nthat Department.\n\nB. It shall be the duty of the Commissioner of Labor to:\n\n1. foster, promote, and develop the welfare of the wage earners\n\nof this state;\n\n2. improve working conditions of the wage earners;\n\n3. advance opportunities of wage earners for profitable\n\nemployment; and\n\n4. carry into effect all laws in relation to labor enacted by\n\nthe Legislature for which responsibility is assigned to the\n\nCommissioner of Labor.\n\nC.
