For purposes of this section, \"OESC 2020-21 business process\n\ntransformation\" means a change from paper process to integrated\n\ndigital technology. Upon completion of the OESC 2020-21 business\n\nprocess transformation, electronic e-filing will be the Commission's\n\npreferred filing method for tendering and receiving documents. All\n\nclaimants and employers tendering documents to the Commission will\n\nbe expected to tender the documents electronically. If the claimant\n\nor employer has elected to utilize other means of transmittal, it\n\nwill be the responsibility of the claimant or employer to notify the\n\nCommission of this preference.\n\nB. When the provisions of the Employment Security Act of 1980\n\nor the rules promulgated under the authority of the act require any\n\ndocument to be filed with the Oklahoma Employment Security\n\nCommission or its affiliate entities, the term \"file\", \"files\", or\n\n\"filed\" shall mean:\n\n1. Mailing by means calculated to ensure receipt by the\n\nOklahoma Employment Security Commission on or before the date due.\n\nTimely mailing shall be determined by the United States Postal\n\nService postmark. If there is no such legible postmark, the date of\n\nreceipt by the Commission shall constitute the date of filing;\n\n2. Electronic e-filing to the Oklahoma Employment Security\n\nCommission, as directed by the instructions on the determination\n\nletter, order or other document issued by the Commission, by\n\nmidnight on or before the date due. Timely transmission shall be\n\ndetermined by the Commission's transmission log file; or\n\n3. Digital portal filing by midnight on or before the date due.\n\nTimely transmission shall be determined by the Commission's\n\ntransmission log file.\n\nC.
