Twelve (12) months from the date upon which the rules and\n\nregulations under this act become effective, all new boilers and\n\npressure vessels for use in this state shall conform to such rules\n\nand regulations.\n\nB. If a boiler or pressure vessel is of special design or\n\nconstruction, and cannot comply with the construction requirements\n\nof the rules and regulations of this act, a special installation and\n\noperating permit may be granted by the Commissioner of Labor at his\n\ndiscretion, provided the user presents evidence acceptable to the\n\nCommissioner.\n\nC.
