Stat. tit. 40, § 40-2-609","heading":"Rule of decision","body":"RULE OF DECISION.\n\nA final decision of the Board of Review and the principles of\n\nlaw declared in arriving at such decision, unless expressly or\n\nimpliedly overruled by the passage of a more recent statute, by a\n\nlater decision of the Board of Review, or by a court of competent\n\njurisdiction, shall be binding upon the Commission and Appeal\n\nTribunal referees in subsequent proceedings which involve the same\n\nquestions of law or fact.
