If the Commission finds that any\n\norganization, instrumentality of the state or its political\n\nsubdivisions, including public trusts, has become delinquent with\n\npayments required under the act and following the Commission's\n\nwritten request for such payment, has for sixty (60) days or more\n\nthereafter refused or failed to pay amounts due and required under\n\nthis act, the Commission shall notify the State Budget Director of\n\nsuch delinquency and total amount due.
