In case\n\nof contumacy by, or refusal to obey a subpoena issued to, any\n\nperson, any court of this state within the jurisdiction of which the\n\ninquiry is carried on or within the jurisdiction of which said\n\nperson guilty of contumacy or refusal to obey is found or resides or\n\ntransacts business, upon application by the Commission, the Board of\n\nReview, the chairman of an appeal tribunal, or any duly authorized\n\nrepresentative of any of them shall have jurisdiction to issue to\n\nsuch person an order requiring such person to appear before the\n\nCommission, the Board of Review, the chairman of an appeal tribunal\n\nor any duly authorized representative of any of them, there to\n\nproduce evidence if so ordered or there to give testimony touching\n\nthe matter under investigation or in question.
