This state recognizes its obligation to\n\nreplace, and hereby pledges the faith of this state that funds will\n\nbe provided in the future, and applied to the replacement of any\n\nmoneys received after July 1, 1941, from the Secretary of Labor\n\nunder Title III of the Social Security Act, any unencumbered\n\nbalances in the Employment Security Administration Fund as of that\n\ndate, any moneys thereafter granted to this state pursuant to the\n\nprovisions of the Wagner-Peyser Act, and any moneys made available\n\nby the state or its political subdivisions and matched by such\n\nmoneys granted to this state pursuant to the provisions of the\n\nWagner-Peyser Act, which the Secretary of Labor finds have, because\n\nof any action or contingency, been lost or have been expended for\n\npurposes other than, or in amounts in excess of, those found\n\nnecessary by the Secretary of Labor for the proper administration of\n\nthis act. Such moneys shall be promptly replaced by moneys\n\nappropriated for such purpose from the general funds of this state\n\nto the Employment Security Administration Fund for expenditures as\n\nprovided in this Part. The Commission shall promptly report to the\n\nGovernor, and the Governor to the Legislature, the amount required\n\nfor such replacement.
