Stat. tit. 40, § 40-466","heading":"Modification of rules and regulations - Grounds","body":"The Commissioner of Labor may modify the application of rules or\n\nregulations to an operator who demonstrates a hardship resulting\n\nfrom such application if the public safety will remain secure. Any\n\nowner or operator may make a written request to the Commissioner of\n\nLabor specifying the hardships which are his grounds for requesting\n\nsuch modification. Any authorization by the Commissioner of Labor\n\nshall be in writing and shall describe the conditions under which\n\nthe modifications shall be permitted.
