Stat. tit. 40, § 40-904","heading":"Powers, duties, and responsibilities","body":"The Oklahoma Workforce Commission shall have the following\n\npowers, duties, and responsibilities:\n\n1. To administer the provisions of the Oklahoma Workforce\n\nTransformation Act or any duty as directed by statute;\n\n2. To establish an office for the Commission within this state;\n\n3. To elect whatever other officers may be necessary to direct\n\noperations of the Commission;\n\n4. To employ or contract for personnel and administrative\n\nsupport as the Commission deems appropriate to carry out the purpose\n\nand provisions of the Oklahoma Workforce Transformation Act,\n\nincluding, but not limited to, a nonprofit corporation to carry out\n\nthe Commission’s objectives, an executive director or other chief\n\nexecutive officer, and any other employees or contractors the\n\nCommission deems appropriate, and to prescribe their duties and fix\n\ntheir compensation;\n\n5. To administer the Workforce Coordination Revolving Fund\n\ncreated in Section 255.4 of Title 62 of the Oklahoma Statutes;\n\n6. To administer the Oklahoma Workforce Commission Revolving\n\nFund created in Section 3 of this act;\n\n7. To approve or disapprove the budget of the Commission;\n\n8. To promulgate rules to carry out the provisions of the\n\nOklahoma Workforce Transformation Act;\n\n9. To enter into contracts or agreements for studies,\n\nprofessional services, grant administration and procurement,\n\nresearch projects, supplies, or any other services the Commission\n\ndeems necessary to carry out its purpose, and to incur those\n\nexpenses necessary to carry out those purposes;\n\n10. To cooperate with any private, local, state, or national\n\ncommission, organization, agency, or group and to make contracts and\n\nagreements for joint programs beneficial to Oklahoma’s workforce\n\ndevelopment efforts;\n\n11. To accept donations, grants, contributions, and gifts from\n\nany public or private source and deposit such in the Oklahoma\n\nWorkforce Commission Revolving Fund, created in Section 3 of this\n\nact;\n\n12. To oversee and direct to the extent permitted by law the\n\nactivities and administration of the Governor’s Council for\n\nWorkforce and Economic Development, including, but not limited to,\n\nthe creation and submission of state plans to the federal government\n\npursuant to the provisions of the Workforce Innovation and\n\nOpportunity Act;\n\n13. To collect data from federal, state, and local agencies,\n\ndepartments, educational institutions, boards, commissions, or any\n\nother entities including, but not limited to:\n\na. number of participants in workforce development\n\nprogramming,\n\nb. cost per participant,\n\nc. wages before and after participation in programs,\n\nd. degree or certificate conferred on each participant,\n\ne. number of jobs open needing degrees or certificates,\n\nf. labor force and economic information, and\n\ng. any other information the Commission deems appropriate\n\nto guide funding decisions, facilitate its work or the\n\nwork of workforce development entities in the state,\n\nor to understand the impact of the state’s workforce\n\nefforts and programming;\n\n14. To create and maintain a public dashboard and create\n\nreports with data concerning workforce development efforts in the\n\nstate. All state and local agencies, departments, educational\n\ninstitutions, boards, commissions, and other public entities shall\n\ncooperate with information and data requests from the Commission or\n\nits designees. The Oklahoma Workforce Commission shall serve as the\n\ncentralized data and information repository for workforce\n\ndevelopment activities for the state;\n\n15. To make recommendations to the Legislature to improve\n\nworkforce development programs in the state;\n\n16. To implement programs designed to expand workforce\n\ndevelopment; and\n\n17.
