The clerk of the district court shall reduce the fee for a\n\nmarriage license as prescribed by Section 31 of Title 28 of the\n\nOklahoma Statutes to persons who have successfully completed a\n\npremarital counseling program meeting the conditions specified by\n\nthis section.\n\nB. 1. A premarital counseling program shall be conducted by a\n\nhealth professional, an official representative of a religious\n\ninstitution, or a person trained by the principal authors or duly\n\nauthorized agents of the principal authors of nationally recognized\n\nmarriage education curriculum including, but not limited to,\n\nPrevention \u0026 Relationship Enhancement Program (PREP). Upon\n\nsuccessful completion of the program, the counseling program\n\nprovider shall issue to the persons a certificate signed by the\n\ninstructor of the counseling program. The certificate shall state\n\nthat the named persons have successfully completed the premarital\n\ncounseling requirements. A minimum of four (4) hours of education\n\nor counseling shall be necessary for successful completion of the\n\nmarriage education curriculum.\n\n2.
