The court shall award the prevailing party, including a\n\nstate, necessary and reasonable expenses incurred by or on behalf of\n\nthe party, including costs, communication expenses, attorney's fees,\n\ninvestigative fees, expenses for witnesses, travel expenses, and\n\nchild care during the course of the proceedings, unless the party\n\nfrom whom fees or expenses are sought establishes that the award\n\nwould be clearly inappropriate.\n\nB.
