Except as otherwise provided in Section 601-711 of this\n\ntitle, if a foreign country lacks or refuses to exercise\n\njurisdiction to modify its child support order pursuant to its laws,\n\na tribunal of this state may assume jurisdiction to modify the child\n\nsupport order and bind all individuals subject to the personal\n\njurisdiction of the tribunal whether the consent to modification of\n\na child support order otherwise required of the individual pursuant\n\nto Section 601-611 of this title has been given or whether the\n\nindividual seeking modification is a resident of this state or of\n\nthe foreign country.\n\nB.
