The Commission for Human Services shall establish uniform\n\npolicies detailing the responsibilities and duties of employees of\n\nthe Department of Human Services when providing or arranging\n\nservices for vulnerable adults whether the services are to be paid\n\nfor by the vulnerable adult or from other private or public funds.\n\nB. The policies shall include, but not be limited to:\n\n1. The handling of the personal resources, such as bank\n\naccounts, cash, checks, notes, mortgages, trust deeds, sales\n\ncontracts, stocks, bonds, certificates or other liquid assets of a\n\nvulnerable adult without prior approval of the supervisor;\n\n2. Specific procedures for obtaining and handling repairs,\n\npersonal services and other necessary actions to provide health\n\ncare, food, shelter to or on behalf of a vulnerable adult;\n\n3. Prohibiting an employee from any type of solicitation or\n\ncharging, requesting or accepting any fee, gift, reward, or payment\n\nof any kind from individuals or staff for any services rendered as a\n\nvolunteer, intern, or employee relating to vulnerable adults;\n\n4. Prohibiting an employee from using contact with clients or\n\nany member or the client's support system for personal gain or\n\npersonal relationships;\n\n5. Prohibiting an employee, upon termination of any assignment,\n\nfrom making personal contact with former clients or any member of\n\nthe client's support system and from using former contact with\n\nclients for personal gain;\n\n6. Prohibiting an employee from buying items from clients;\n\n7. Ensuring that no employee whose responsibilities relate in\n\nany manner to services provided to or on behalf of a vulnerable\n\nadult is subject to a conflict of interest which would impair the\n\nability of the employee to carry out his or her employment duties in\n\nan impartial manner;\n\n8. Sufficient oversight by administrative heads of local\n\noffices of the Department as to the provision for and arrangement of\n\nservices to vulnerable adults; and\n\n9.
