Stat. tit. 43A, § 43A-2-103","heading":"Board of Mental Health and Substance Abuse Services -","body":"Members - Meetings - Visitation - Expenses.\n\nA. The Board of Mental Health and Substance Abuse Services\n\nshall be composed of the following nine (9) members:\n\n1. Five members appointed by the Governor;\n\n2. Two members appointed by the Speaker of the House of\n\nRepresentatives; and\n\n3. Two members appointed by the President Pro Tempore of the\n\nSenate.\n\nB. 1. Each member shall serve at the pleasure of his or her\n\nappointing authority and may be removed or replaced without cause.\n\n2. Any member of the Board shall be prohibited from voting on\n\nany issue in which the member has a direct financial interest.\n\n3. The Commissioner of Mental Health and Substance Abuse\n\nServices shall be an ex officio member of the Board but shall be\n\nentitled to vote only in case of a tie vote.\n\nC. The Board shall elect from among its members a chair and a\n\nvice-chair. The chair may call meetings at any time.\n\nD. All regularly scheduled meetings of the Board shall be held\n\nat the Central Office of the Department of Mental Health and\n\nSubstance Abuse Services, Oklahoma City, Oklahoma, unless otherwise\n\nscheduled. Five members shall constitute a quorum at any meeting,\n\nand all action may be taken by an affirmative vote of the majority\n\nof the members present at any such meeting.\n\nE. The action taken by the Board on any matter, or any document\n\npassed by the Board, shall be considered official when such action\n\nis placed in writing and signed by the chair or vice-chair.\n\nF. The duties of the Board shall pertain to the care,\n\ntreatment, and hospitalization of persons with mental illness, or\n\nalcohol- or drug-dependent persons.\n\nG. Members of the Board of Mental Health and Substance Abuse\n\nServices shall be allowed their necessary travel expenses pursuant\n\nto the provisions of the State Travel Reimbursement Act.\n\nH.
