The Department of Mental Health and Substance Abuse Services\n\nmay declare equipment which is surplus to the needs of the\n\nDepartment to the Office of Management and Enterprise Services. The\n\nOffice of Management and Enterprise Services shall dispose of the\n\nsurpluses as provided by law.\n\nB. The Office of Management and Enterprise Services shall be\n\nthe purchasing agency for all facilities for which appropriations\n\nare made in the Mental Health Law, but shall not have authority to\n\ndetermine the propriety of purchases of institutions over which the\n\nOffice of Management and Enterprise Services is not the controlling\n\nentity.\n\nC.
