The Board of Mental Health and Substance Abuse Services,\n\nthe Commissioner of Mental Health and Substance Abuse Services or\n\nany employee of the Department of Mental Health and Substance Abuse\n\nServices designated by the Commissioner may solicit and receive\n\ncontributions, gifts and donations for use by the Department of\n\nMental Health and Substance Abuse Services, or to any institution\n\ntherein. The Board of Mental Health and Substance Abuse Services\n\nshall accept, hold in trust and authorize the use of any grant or\n\ndevise of land, or any donation or bequest of money, or other\n\npersonal property made to the Department of Mental Health and\n\nSubstance Abuse Services, or to any institution therein, so long as\n\nthe terms of the grant, donation, bequest, gift, or will are carried\n\nout.\n\n2. The Board may invest and reinvest any funds and may lease\n\nany real or personal property, may sell any personal property and\n\nmay invest the proceeds, for the benefit of the Department or any\n\ninstitution therein unless prevented by the terms of the grant,\n\ndonation, bequest, gift or will.\n\nB. The Board may lease any property owned or held in trust to\n\nany other state agency, political subdivision, federal agency,\n\ncounty, municipality or a nonprofit organization for a period not to\n\nexceed fifty (50) years.\n\nC. The Department must annually account to the State Auditor\n\nand Inspector for all monies or property received or expended by\n\nvirtue of this section. The account shall state:\n\n1. The source of the monies or property received with the\n\nactual date of its receipt;\n\n2. The particular use or place for which it was expended; and\n\n3.
