The Commissioner of Mental Health and Substance Abuse\n\nServices may appoint such citizen advisory groups as are deemed\n\nnecessary for effective planning and delivery of services.\n\nMembership, terms and other details related to the functioning of\n\nsuch groups shall be established by the Commissioner and may be\n\nrevised or rescinded at any time.\n\nB.
