Stat. tit. 43A, § 43A-2-206","heading":"Legal services","body":"The Department of Mental Health and Substance Abuse Services may\n\nprovide for legal services, and the Commissioner may employ or\n\ncontract with attorneys as needed and determine their salaries;\n\nprovided, however, that the attorneys may appear for and represent\n\nthe Commissioner, the Board of Mental Health and Substance Abuse\n\nServices, administrative supervisors of facilities and Department\n\npersonnel in administrative hearings and other legal actions and\n\nproceedings.
