The Department of Mental Health and Substance Abuse Services\n\nshall have the authority to collect information sufficient to meet\n\nthe administration’s needs related to oversight, management,\n\nevaluation, performance improvement and auditing of mental health,\n\nand substance abuse services and combating and preventing mental\n\nillness and substance abuse.\n\nB.
