The Office of Management and Enterprise Services shall be\n\nthe purchasing agent for each institution in the Department of\n\nMental Health and Substance Abuse Services, but in other matters has\n\nno governing power or control of the institutions. In other\n\nmatters, the Department of Mental Health and Substance Abuse\n\nServices has sole and exclusive control of institutions of the\n\nDepartment when such institutions deal with the care and treatment\n\nof mentally ill persons.\n\nB.
