Stat. tit. 43A, § 43A-2-311","heading":"Community-based Substance Abuse Revolving Fund","body":"There is hereby created in the State Treasury a revolving fund\n\nfor the Department of Mental Health and Substance Abuse Services to\n\nbe designated the Community-based Substance Abuse Revolving Fund.\n\nThe fund shall be a continuing fund, not subject to fiscal year\n\nlimitations, and shall consist of all monies received by the\n\nDepartment of Mental Health and Substance Abuse Services from low-\n\npoint beer permits pursuant to Section 163.7 of Title 37 of the\n\nOklahoma Statutes, enrollment fees for alcohol and drug substance\n\nabuse courses pursuant to the provisions of Section 3-453 of this\n\ntitle, and fees from certification of assessment agencies and\n\nassessment personnel pursuant to the provisions of Section 3-460 of\n\nthis title. All monies accruing to the credit of the fund are\n\nhereby appropriated and may be budgeted and expended by the\n\nDepartment of Mental Health and Substance Abuse Services for the\n\npurpose of providing training and administrative services pursuant\n\nto the provisions of Sections 3-453 and 3-460 of this title,\n\ncontracting with private facilities, organizations and tribal\n\nprograms to provide treatment, counseling, rehabilitation, and other\n\nrelated services directed toward alcohol- and drug-dependent\n\npersons, and contracting with statewide substance abuse\n\norganizations to provide training and to establish and maintain a\n\ncollaborative network of providers to maintain and improve the\n\ncontinuum of care between agencies that provide substance abuse\n\nprevention, treatment, and advocacy programs using best practices\n\nand innovative programs that focus on substance abuse services and\n\nco-occurring disorders.
