As used in this section, “emergency opioid antagonist” means\n\na drug including but not limited to naloxone that blocks the effects\n\nof opioids and that is approved by the United States Food and Drug\n\nAdministration for the treatment of an opioid overdose.\n\nB. Subject to allocation of federal funding for the purchase of\n\nemergency opioid antagonists, the Department of Mental Health and\n\nSubstance Abuse Services shall provide emergency opioid antagonists\n\nto the Department of Corrections and to county jails for the purpose\n\nof implementing Section 2 of this act.\n\nC. The Department of Mental Health and Substance Abuse Services\n\nshall prepare and provide an opioid overdose education program to\n\nthe Department of Corrections and to county jails for the purpose of\n\nimplementing Section 2 of this act. The education program shall:\n\n1. Conform to guidelines of the Substance Abuse and Mental\n\nHealth Services Administration for opioid overdose education;\n\n2. Explain the causes of an opioid overdose;\n\n3. Instruct when and how to administer in accordance with\n\nmedical best practices:\n\na. life-saving rescue techniques, and\n\nb. an emergency opioid antagonist;\n\n4. Explain how to contact appropriate emergency medical\n\nservices; and\n\n5.
