There is hereby created and designated as a facility within\n\nthe Department of Mental Health and Substance Abuse Services\n\nTransitions Recovery Center at Vinita. The facility shall be\n\noperated under the supervision and administration of the\n\nCommissioner of Mental Health and Substance Abuse Services. It is\n\nthe intent of the Legislature that Transitions Recovery Center at\n\nVinita utilize and receive business management, support services and\n\nmedical ancillary services of the Oklahoma Forensic Center.\n\nB. There is hereby created a petty cash fund for Transitions\n\nRecovery Center at Vinita. The Director of the Office of Management\n\nand Enterprise Services and the Commissioner of Mental Health and\n\nSubstance Abuse Services are authorized to fix the maximum amount of\n\nthe petty cash fund. The Director of the Office of Management and\n\nEnterprise Services shall prescribe the rules and procedures for the\n\nadministration of the petty cash fund.\n\nC.
