Stat. tit. 43A, § 43A-3-311","heading":"Authorization and expenditures of funds","body":"The funds appropriated to the Department of Mental Health and\n\nSubstance Abuse Services for the support of private nonprofit\n\norganizations and state-operated centers shall be administered\n\npursuant to the provisions of the Unified Community Mental Health\n\nServices Act. Funds for the support of private nonprofit\n\norganizations shall be authorized by the Department of Mental Health\n\nand Substance Abuse Services only on the basis of performance\n\ncontracts or fee-for-service contracts. Said funds may be reduced\n\nor withheld by the Commissioner in amounts necessary to require\n\ncompliance with the provisions of the Unified Community Mental\n\nHealth Services Act.
