The Board of Mental Health and Substance Abuse Services, or\n\nthe Commissioner of Mental Health and Substance Abuse Services upon\n\ndelegation by the Board, shall certify community-based structured\n\ncrisis centers for the provision of nonhospital emergency services\n\nfor mental health and substance abuse crisis intervention. The\n\nBoard shall promulgate rules for the certification of community-\n\nbased structured crisis centers.\n\nB. No community-based structured crisis center shall operate or\n\ncontinue to operate unless the facility complies with the rules\n\npromulgated by the Board and is certified as required by this\n\nsection.\n\nC. For the purposes of this section, \"community-based\n\nstructured crisis center\" means any certified community mental\n\nhealth center, comprehensive community addiction recovery center, or\n\nfacility operated by the Department which is established and\n\nmaintained for the purpose of providing community-based mental\n\nhealth and substance abuse crisis stabilization services including,\n\nbut not limited to, observation, evaluation, emergency treatment and\n\nreferral, when necessary, for inpatient psychiatric or substance\n\nabuse treatment services.\n\nD. The Department of Mental Health and Substance Abuse Services\n\nis authorized to establish and collect certification and renewal\n\nfees for certification of community-based structured crisis centers\n\nas provided in Section 3-324 of this title.\n\nE. Certified community-based structured crisis centers shall\n\ncomply with standards adopted by the Board. Such standards shall be\n\nin compliance with:\n\n1. The Joint Commission on Accreditation of Healthcare\n\nOrganizations;\n\n2. The Commission on Accreditation of Rehabilitation\n\nFacilities;\n\n3. The Council on Accreditation (COA); or\n\n4.
