The Board of Mental Health and Substance Abuse Services\n\nshall promulgate rules for certification of peer recovery support\n\nspecialists who are:\n\n1. Employed by the state;\n\n2. Employed by a behavioral services provider contracting with\n\nthe state to provide behavioral health services;\n\n3. Employed by a behavioral services provider certified by the\n\nDepartment of Mental Health and Substance Abuse Services. Provided,\n\nhowever, that certification as a peer recovery support specialist\n\npursuant to this subsection shall be limited to providing services\n\nwithin the employer's area of certification;\n\n4. Employed by a tribe or a tribal facility that provides\n\nbehavioral health services; or\n\n5. Employed by an Oklahoma Department of Veterans Affairs or a\n\nUnited States Department of Veterans Affairs facility.\n\nB. Such rules shall address criteria for certification and\n\nrenewal, including minimum education requirements, examination and\n\nsupervision requirements, continuing education requirements, and\n\nrules of professional conduct.\n\nC. Application for certification as a peer recovery support\n\nspecialist shall be made to the Department of Mental Health and\n\nSubstance Abuse Services on prescribed forms. The Board, or the\n\nCommissioner of Mental Health and Substance Abuse Services upon\n\ndelegation by the Board, may certify the peer recovery support\n\nspecialist for a period of two (2) years subject to renewal as\n\nprovided in the rules promulgated by the Board.\n\nD. The Board is authorized to establish an application and\n\nrenewal fee of no more than One Hundred Dollars ($100.00) to defray\n\nthe costs incurred in the certification process.\n\nE. A peer recovery support specialist certified by the Board or\n\nthe Commissioner shall only use the title \"certified peer recovery\n\nsupport specialist\" if employed by the state, employed by behavioral\n\nservices providers contracting with or certified by the state to\n\nprovide behavioral health services, employed by a tribe or tribal\n\nfacility that provides behavioral health services or employed by an\n\nOklahoma Department of Veterans Affairs or a United States\n\nDepartment of Veterans Affairs facility. This section shall not be\n\nconstrued to permit the certified peer recovery support specialist\n\nto practice any of the following professions or use the following\n\ntitles unless also licensed or accredited by the appropriate\n\nauthority:\n\n1. Physician;\n\n2. Psychologist;\n\n3. Clinical social worker;\n\n4. Professional counselor;\n\n5. Marital and family therapist;\n\n6. Behavioral practitioner; or\n\n7. Alcohol and drug counselor.\n\nF. No peer recovery support specialist shall operate or\n\ncontinue to operate as a peer recovery support specialist unless the\n\npeer recovery support specialist complies with the rules promulgated\n\nby the Board and is certified as required by this section.\n\nG.
