For purposes of this section:\n\n1. \"ADSAC assessor\" means an individual certified by the\n\nDepartment of Mental Health and Substance Abuse Services to conduct\n\nthe ADSAC assessment;\n\n2. \"Alcohol and drug substance abuse course ADSAC assessment\"\n\nmeans an assessment process certified by the Department of Mental\n\nHealth and Substance Abuse Services designed to identify the\n\nseverity of the alcohol or other drug problems, risks of recidivism\n\nand the most appropriate referral(s) required for license\n\nreinstatement, including intensity and duration of clinical\n\ninterventions;\n\n3. \"Alcohol and drug substance abuse treatment program\" means a\n\nprogram certified by the Department of Mental Health and Substance\n\nAbuse Services for the treatment of alcohol and drug abuse, or\n\nalcoholism and drug dependency;\n\n4. \"Assessment agency\" means an institution or organization\n\ncertified by the Department to provide alcohol and drug assessments\n\nand evaluations related to driver license revocation; and\n\n5. \"Satisfactory completion of an assessment\" means the\n\nparticipant has successfully completed the requirements of the\n\nassessment and the individual conducting the assessment certifies\n\nthe completion of the requirements to the Department of Public\n\nSafety through the Oklahoma Department of Mental Health and\n\nSubstance Abuse Services.\n\nB. Alcohol and drug substance abuse course assessments shall be\n\noffered only by individuals certified by the Department of Mental\n\nHealth and Substance Abuse Services. Each assessor shall be\n\ncertified and shall:\n\n1. Possess two (2) years or more of verifiable full-time-\n\nequivalent counseling experience in the addiction treatment field;\n\n2. Provide documentation verifying observation of one complete\n\nalcohol and drug substance abuse course assessment conducted by a\n\ncertified assessor. Such observation must receive prior\n\nauthorization by the Department;\n\n3. Provide proof of attendance at an assessor training course\n\nand pass the Department's certification examination for the alcohol\n\nand drug substance abuse course assessor;\n\n4. Provide verification of having conducted a complete alcohol\n\nand drug substance abuse course assessment under the supervision of\n\na certified alcohol and drug substance abuse course assessor\n\napproved by a Department representative;\n\n5. Be allowed one (1) year to complete all requirements related\n\nto the assessment application. Failure to meet all requirements\n\nwithin one (1) year shall result in denial of certification. To be\n\nreconsidered, the candidate shall be required to reapply to the\n\nDepartment; and\n\n6. Be licensed as a licensed mental health professional as\n\ndefined in Section 1-103 of this title or licensed or certified as\n\nan alcohol and drug counselor pursuant to Section 1871 et seq. of\n\nTitle 59 of the Oklahoma Statutes.\n\nC. The Department of Mental Health and Substance Abuse Services\n\nshall promulgate rules and standards regulating the ADSAC assessment\n\nand assessment process. Failure to comply with rules and standards\n\npromulgated by the Department pursuant to this act shall be grounds\n\nfor reprimand, suspension, revocation or non-renewal of an\n\nassessor's certification.\n\nD. Any individual certified to conduct alcohol and drug\n\nsubstance abuse course assessments pursuant to this section shall\n\ncertify to the Department of Public Safety through the Oklahoma\n\nDepartment of Mental Health and Substance Abuse Services all persons\n\nwho successfully complete such assessments.","path":["OK Code","Title 43A"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os43A.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"4228f28eded02d1c6d81db5eebade2f6cb4e928000d256ade4deaac413456404","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-43a-43a-3-460.1","next":"us-ok/okla.-stat.-tit.-43a-43a-3-601"},"notice":"GroundRules: Original legal text.
