Stat. tit. 43A, § 43A-5-213","heading":"Law Enforcement Behavioral Health Emergency Dispatch","body":"Task Force.\n\nA. There is hereby created, to continue until July 1, 2012, the\n\nLaw Enforcement Behavioral Health Emergency Dispatch Task Force.\n\nB. The Task Force shall consist of eleven (11) members as\n\nfollows:\n\n1. The Commissioner, or designee, of the Department of Mental\n\nHealth and Substance Abuse Services;\n\n2. The State Commissioner of Health, or designee, of the State\n\nDepartment of Health;\n\n3. An individual representing a statewide sheriffs’\n\norganization to be appointed by the Speaker of the Oklahoma House of\n\nRepresentatives;\n\n4. An individual representing a statewide chiefs of police\n\norganization to be appointed by the President Pro Tempore of the\n\nState Senate;\n\n5. An individual representing a statewide hospital organization\n\nto be appointed by the Speaker of the Oklahoma House of\n\nRepresentatives;\n\n6. An individual representing a statewide behavioral health\n\nadvocacy organization to be appointed by the President Pro Tempore\n\nof the Senate;\n\n7. An individual representing a statewide organization that\n\nserves consumers of mental health services to be appointed by the\n\nSpeaker of the Oklahoma House of Representatives;\n\n8. An individual representing a statewide association of county\n\ngovernments to be appointed by the Speaker of the House of\n\nRepresentatives;\n\n9. An individual representing a statewide association of city\n\ngovernments to be appointed by the President Pro Tempore of the\n\nSenate;\n\n10. One member of the Oklahoma House of Representatives as\n\nappointed by the Speaker of the Oklahoma House of Representatives;\n\nand\n\n11. One member of the Senate as appointed by the President Pro\n\nTempore of the State Senate.\n\nC. 1. The Task Force:\n\na. shall study and evaluate the development of a law\n\nenforcement behavioral health emergency dispatch\n\nsystem that will assist and encourage law enforcement\n\nagencies and hospitals and emergency medical service\n\nproviders providing services pursuant to Section 1-101\n\net seq. of Title 43A of the Oklahoma Statutes, to\n\nprovide an organized system of transportation for\n\npersons in need of mental health or substance abuse\n\ninpatient treatment,\n\nb. shall study the practicality of adopting current\n\nsystems in place such as the Trauma Transfer and\n\nReferral Center system, established pursuant to the\n\nOklahoma Trauma Systems Improvement and Development\n\nAct or the adoption of a similar system or model to\n\nensure that persons are directed to the appropriate\n\nhospital based on a regional plan and the current\n\ncapability and capacity of hospitals,\n\nc. may divide into subcommittees in furtherance of its\n\npurpose, and\n\nd. may obtain information and assistance as necessary to\n\ncomplete its duties from any state agency.\n\n2. a. The Task Force shall be staffed by the Department of\n\nMental Health and Substance Abuse Services.\n\nb. All departments, officers, agencies and employees of\n\nthe state shall cooperate with the Task Force in\n\ncarrying out its duties and responsibilities\n\nincluding, but not limited to, providing any\n\ninformation, records, reports or other assistance as\n\nmay be requested by the Task Force.\n\n3. It shall be the duty of the Task Force to formulate\n\nrecommendations related to the development and implementation of a\n\nlaw enforcement behavioral health emergency dispatch system,\n\nincluding recommendations for any resulting legislation.\n\nD. The members of the Task Force shall determine meeting dates.\n\nMembers shall not be compensated for their service but shall be\n\nreimbursed by their appointing authorities for necessary expenses\n\nincurred in the performance of their duties. Members shall receive\n\nno compensation for their service on the Task Force, but shall\n\nreceive travel reimbursement as follows:\n\n1. Legislative members shall be reimbursed for their necessary\n\ntravel expenses incurred in the performance of their duties in\nfor their service but shall be\n\nreimbursed by their appointing authorities for necessary expenses\n\nincurred in the performance of their duties. Members shall receive\n\nno compensation for their service on the Task Force, but shall\n\nreceive travel reimbursement as follows:\n\n1. Legislative members shall be reimbursed for their necessary\n\ntravel expenses incurred in the performance of their duties in\n\naccordance with the provisions of Section 456 of Title 74 of the\n\nOklahoma Statutes;\n\n2. Nonlegislative members who are state officers or employees\n\nshall be reimbursed by their respective agencies for their necessary\n\ntravel expenses incurred in the performance of their duties in\n\naccordance with the provisions of the State Travel Reimbursement\n\nAct; and\n\n3.
