The Department of Mental Health and Substance Abuse Services\n\nshall continue pilot projects previously established for the\n\ndelivery of mental health services to children and adolescents\n\nthrough a community-based system of care, contingent upon the\n\navailability of funds. Pilot projects shall include, but not be\n\nlimited to, requirements for:\n\n1. The active participation and assistance of:\n\na. local public agencies and private child-serving\n\nagencies receiving state funds through contracts with\n\nstate agencies,\n\nb. local offices of state agencies having health, mental\n\nhealth or social or other service responsibilities\n\nrelated to children and adolescents, and\n\nc. the local school district;\n\n2. The use of comprehensive treatment plans that cross\n\nindividual agency boundaries;\n\n3. Case managers responsible for the coordination of service\n\ndelivery;\n\n4. Flexible funding to provide traditional or nontraditional\n\nservices for which no other source of funding is available;\n\n5. A coordinated database for children receiving services\n\nthrough the pilot project; and\n\n6. Outcome measures to evaluate the service and cost\n\neffectiveness of the project.\n\nB. Community-based system of care for mental health services\n\nfor children and adolescents shall be funded through available\n\nagency funds, federal grants, and private grants or other funds.\n\nEach state agency required by this act to participate in the\n\ncontinuation of pilot projects shall also assist with funding,\n\nincluding any required state matches to federal funds.\n\nAs used in this section, “community-based system of care” means\n\na consortium of public and private agencies within a community that\n\nestablishes a coordinated team approach for the delivery of services\n\nto children and adolescents who require mental health services and\n\ntheir families. Services provided under a community-based system of\n\ncare may include, but shall not be limited to, case management and\n\nservice coordination, counseling, day treatment, special education\n\nservices, family support, health services, homebound services,\n\nrespite care, residential care, transitional services, psychiatric\n\nconsultation, medication, transportation and wrap-around or\n\nnontraditional services.","path":["OK Code","Title 43A"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os43A.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"80143719fc90c425e89422c9d1aa26fa3acb7fe7562dde8479dca90cb57aa357","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-43a-43a-5-513","next":"us-ok/okla.-stat.-tit.-43a-43a-50"},"notice":"GroundRules: Original legal text.
