In the case of a consumer who has substantially impaired\n\nability to provide adequate self care or custody and who has no home\n\nor relatives or friends able and willing to care for the consumer,\n\nthe executive director prior to discharge from the facility shall\n\nmake a reasonable effort to arrange an appropriate placement and\n\nnecessary services for the consumer.\n\nB.
