Pursuant to rules promulgated by the Adjutant General of the\n\nState of Oklahoma, the Oklahoma Military Department is authorized to\n\nestablish and operate youth programs utilizing National Guard or\n\nstate-owned facilities, state-owned vehicles and civilian or\n\nNational Guard personnel to provide military-styled training and\n\nother benefits to civilian youth pursuant to agreement with federal,\n\nstate and local governmental agencies.\n\nB. The Adjutant General is authorized further to enter into\n\nagreements and to do all things deemed necessary or incidental to\n\nthe performance of any duty authorized by subsection A of this\n\nsection, including, but not limited to:\n\n1. The execution of memoranda of agreement for assistance to\n\nfederal, state and local governmental agencies;\n\n2. The execution of grant agreements;\n\n3. The execution of grant agreements with the federal\n\ngovernment;\n\n4. The execution of agreements with the federal government for\n\nreimbursement to the Oklahoma Military Department for the use and\n\noperation of Oklahoma Military Department state-owned vehicles and\n\nequipment in support of youth programs;\n\n5. The execution of other contracts and agreements; and\n\n6. The expenditure of Oklahoma Military Department funds for\n\nthe purpose of advertising.\n\nC. The Adjutant General is hereby authorized to accept gifts or\n\ndonations for and on behalf of the state to be used for the use and\n\nbenefit of the youth programs authorized by this section and their\n\nparticipants.
