Stat. tit. 44, § 44-232.2","heading":"Use and operation","body":"The Adjutant General shall promulgate rules and regulations for\n\nthe use and operation of armories, buildings, and other facilities\n\nunder control of the Military Department. The Adjutant General is\n\nauthorized to expend monies for the sustainment, restoration, and\n\nmodernization of facilities.\n\n1. \"Sustainment\" means work required to maintain and preserve a\n\nreal property facility, that it may be effectively used for its\n\ndesignated functional purpose. Sustainment includes maintenance and\n\nrepair work.\n\n2. \"Restoration\" means work that brings a facility to such a\n\ncondition that it may effectively be used for its designed purposes.\n\nRestoration may also be work that restores or replaces facilities\n\ndamaged by lack of sustainment, excessive age, natural disaster,\n\nfire, accident or other causes. Restoration includes repair and\n\nconstruction work.\n\n3. \"Modernization\" means any modification to an existing\n\nfacility or new construction necessitated not by maintenance but\n\nsolely to implement new or higher standards, to accommodate new\n\nfunctions or missions or to replace building components lasting more\n\nthan fifty (50) years.
