Stat. tit. 44, § 44-233.3","heading":"Construction contracts - Sale, disposition, demolition","body":"or transfer of property - Proceeds.\n\nA. The Adjutant General or a representative of the State of\n\nOklahoma is hereby authorized and directed to enter into contracts\n\nin the name of the state for the purpose of this title and shall:\n\n1. Result in contracts awarded to the lowest and best bidder,\n\napproved by the Department of the Army or other representative\n\nfederal agency, and that any contractor, to whom a contract may be\n\nawarded hereunder, shall execute with a qualified surety company,\n\ndoing business in this state, as surety, bonds in such amounts and\n\nwith such conditions as prescribed by law and by the Department of\n\nthe Army or other representative federal agency. Such bonds shall\n\nbe upon a form with such conditions and in such amounts as may meet\n\nthe requirements of the representative federal agency and in such\n\nfurther amounts as willfully protect and cover the construction\n\ncontributions of the state;\n\n2. Assure that any contracts requiring federal funds are\n\nawarded in the same federal fiscal year of appropriation by\n\nCongress;\n\n3. Result in full compliance with federal military construction\n\nstandards; and\n\n4. Result in full compliance with all state building codes.\n\nB. The Adjutant General is authorized to sell or dispose of\n\nproperty and improvements thereon. The Adjutant General is\n\nauthorized to demolish structures owned or controlled by the\n\nMilitary Department. The Adjutant General may transfer title to any\n\nproperty and improvements thereon to a municipality, county, state\n\nagency, or other public or non-profit entity. The Oklahoma Military\n\nDepartment shall be exempt from the Oklahoma Surplus Property Act\n\nfor purposes of selling surplus property. Necessary deeds and other\n\nconveyances shall be executed by the Adjutant General in the name of\n\nthe State of Oklahoma.\n\nProceeds of the sale or other disposition of such property shall\n\nbe deposited in a revolving fund in the State Treasury designated as\n\nthe Surplus Property Revolving Fund of the Oklahoma Military\n\nDepartment.
