Stat. tit. 44, § 44-241","heading":"Governor authorized to organize, maintain, etc. - Uniform","body":"The Governor, pursuant to the authority granted the states by\n\nSection 109 of Title 32 of the United States Code or a successor\n\nprovision, and under such regulations as the Secretary of Defense\n\nmay prescribe for discipline in training, is hereby authorized to\n\nenlist, organize, maintain, equip and discipline such military\n\nforces other than the National Guard as he or she may deem necessary\n\nto defend the state.
