Stat. tit. 44, § 44-301A","heading":"Base Infrastructure Needs and Development — Schools","body":"Revolving Fund — Schools Program.\n\nA. There is hereby created in the State Treasury a revolving\n\nfund for the Oklahoma Military Department to be designated the \"Base\n\nInfrastructure Needs and Development - Schools Revolving Fund\",\n\nwhich may also be cited as \"BIND – Schools Fund\". The fund shall be\n\na continuing fund, not subject to fiscal year limitations, and shall\n\nconsist of all monies directed for deposit to the fund by law. All\n\nmonies accruing to the credit of said fund are hereby appropriated\n\nand may be budgeted and expended by the Oklahoma Military Department\n\nfor the purpose established in subsection B of this section.\n\nExpenditures from said fund shall be made upon warrants issued by\n\nthe State Treasurer against claims filed as prescribed by law with\n\nthe Director of the Office of Management and Enterprise Services for\n\napproval and payment.\n\nB. There is hereby established within the Oklahoma Military\n\nDepartment the \"Base Infrastructure Needs and Development – Schools\n\nProgram\", which may also be cited as the \"BIND – Schools Program\".\n\nThe Department shall utilize funds from the BIND – Schools Fund\n\ncreated in subsection A of this section, alone or in combination\n\nwith other available funding, to make infrastructure investments,\n\nincluding, but not limited to, new construction, improving common\n\neducation facilities located on military bases in this state, that\n\nwill either:\n\n1. Decrease the likelihood of military base and other military\n\ninfrastructure closures in this state, or\n\n2.
