To encourage noncareer service in the state military forces\n\nby eliminating or minimizing the disadvantages to civilian careers\n\nand employment which can result from such service;\n\n2. To minimize the disruption to the lives of persons\n\nperforming service in the state military forces as well as to their\n\nemployers, their fellow employees, and their communities, by\n\nproviding for the prompt reemployment of such persons upon their\n\ncompletion of service; and\n\n3.
