Charges and specifications.\n\nA. Charges and specifications:\n\n1. May be preferred only by a person subject to the Oklahoma\n\nUniform Code of Military Justice; and\n\n2. Shall be preferred by presentment in writing, signed under\n\noath before a commissioned officer of the armed forces who is\n\nauthorized to administer oaths.\n\nB. The writing specified in paragraph 2 of subsection A of this\n\nsection shall state that the signer:\n\n1. Has personal knowledge of, or has investigated, the matters\n\nset forth in the charges and specifications; and\n\n2. The matters set forth in the charges and specifications are\n\ntrue, to the best of the knowledge and belief of the signer.\n\nC. When charges and specifications are preferred under\n\nsubsection A of this section, the proper authority shall, as soon as\n\npracticable:\n\n1. Inform the person accused of the charges and specifications;\n\nand\n\n2.
