Complaints of wrongs.\n\nAny member of the state military forces who believes himself or\n\nherself wronged by a commanding officer, and who, upon due\n\napplication to that commanding officer, is refused redress, may\n\ncomplain to any superior commissioned officer, who shall forward the\n\ncomplaint to the officer exercising special court-martial\n\njurisdiction over the officer against whom it is made.
