Redress of injuries to property.\n\nA. Whenever a complaint is made to any commanding officer that\n\nwillful damage has been done to the property of any person or that\n\nthe person's property has been wrongfully taken by members of the\n\nstate military forces, the commanding officer, under such\n\nregulations promulgated by the Adjutant General, shall convene a\n\nboard to investigate the complaint. The board shall consist of from\n\none to three commissioned officers and, for the purpose of that\n\ninvestigation, it has power to summon witnesses and examine them\n\nupon oath, to receive depositions or other documentary evidence, and\n\nto assess the damages sustained against the responsible parties.\n\nThe assessment of damages made by the board is subject to the\n\napproval of the commanding officer, and in the amount approved by\n\nthat officer shall be charged against the pay of the offenders. The\n\norder of the commanding officer directing charges herein authorized\n\nis conclusive on any disbursing officer for payment to the injured\n\nparties of the damages so assessed and approved.\n\nB.
