Coal exploration operations which substantially disturb the\n\nnatural land surface shall be conducted in accordance with\n\nexploration regulations issued by the Department. Such regulations\n\nshall include, at a minimum:\n\n1. The requirement that prior to conducting any exploration\n\nunder this section, any person shall file with the Department notice\n\nof intention to explore, and such notice shall include a description\n\nof the exploration area and the period of supposed exploration; and\n\n2. Provisions for reclamation, in accordance with the surface\n\ncoal mining operations performance standards of this act, of all\n\nlands disturbed in exploration, including excavations, roads, drill\n\nholes and the removal of necessary facilities and equipment.\n\nB. Information submitted to the Department pursuant to this\n\nsubsection which is designated in writing as confidential,\n\nconcerning trade secrets or privileged commercial or financial\n\ninformation which relates to the competitive rights of the person or\n\nentity intended to explore the described area, shall not be\n\navailable for public examination.\n\nC. No operator shall remove more than two hundred fifty (250)\n\ntons of coal pursuant to an exploration permit without the specific\n\nwritten approval of the Department.\n\nD.
