Stat. tit. 45, § 45-745.7","heading":"Grant, modification or denial of application for permit","body":"- Notice to applicant - Burden of proof - Notice to political\n\nsubdivisions.\n\nUpon the basis of a complete mining application and reclamation\n\nplan, including public notification and an opportunity for a public\n\nhearing, the Department shall grant, require modification of or deny\n\nthe application for a permit in a reasonable time and notify the\n\napplicant in writing. The applicant for a permit, or revision of a\n\npermit, shall have the burden of establishing that his application\n\nis in compliance with all the requirements of the law.
