Stat. tit. 45, § 45-750","heading":"Removal and restoration of topsoil","body":"The operator shall remove the topsoil from the land in a\n\nseparate layer, replace it on the backfill area or if not utilized\n\nimmediately, segregate it in a separate pile from other spoil. When\n\nthe topsoil is not replaced on a backfill area within a time short\n\nenough to avoid deterioration of the topsoil, the operator shall\n\nmaintain a successful cover by quick-growing plants or other means\n\nso that the topsoil is preserved from wind and water erosion,\n\nremains free of any contamination by other acid or toxic material,\n\nand is in a usable condition for sustaining vegetation when restored\n\nduring reclamation.
